How strong is the Ranged Soul Caster?

How do you play the Ranged Soul Caster?
Charge, then release. You farm souls with melee hits, then spend them in big bursts. Armor and talismans raise soul capacity and artifact power.
- Farm the barMelee weak enemies with Soul Reaper first. The 60% bonus, the talisman and the soul chip all fill the bar quicker.
- Charge the ScepterHold the Cinder Scepter to charge it, then release into the biggest group. Charging is the vulnerable moment, so do it from cover.
- Hex the tough oneCharge Soul Harvester and release on the elite you want weakened. Follow with ranged shots while the hex is on.
- Blizzard to buy timeWinter Staff slows and damages a group. Use it when something reaches you, then back off with the Springload speed boost.
- Potion for soulsAncient Alchemy lets potions grant souls even at full health. Drink between casts to refill the bar.

Souls are a resource collected in combat that fuels artifacts. They drop as you kill, and Soul Reaper, Twisted Tooth and the Soul Chip all help you gather and hold more.
Is the Soul Caster a good solo build?
It can be, since the Winter Staff and Cinder Scepter cover single and group targets. It relies on managing the soul bar, so a rough start is normal.
Is Sculker's Bane better than Soul Reaper here?
Sculker's Bane adds 20% damage to soul attacks. That is stronger if your artifacts count as soul attacks, which we have not confirmed, so we default to the fuel weapon.
